The purpose of this position is to serve as a Procurement Technician (Purchase Card Program Coordinator) for the Department of Veterans Affairs with the responsibility for overseeing program requirements and training, serving as the Dispute Officer for the program, auditing and analyzing operations, and managing data and reports.

Duties

Major duties and responsibilities include: Performs analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program; Manages, administers and ensures compliance with the Purchase Card Program standards, policies and procedures at VA Medical Centers (VAMC) supported by the Network Contracting Office (NCO); Responds to direct inquires by the Office of Inspector General, the Austin Finance Center and to VAMC management; Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of the Purchase Card Program or operations in meeting established goals and objectives; Analyzes program performance data to identify problem areas and impact, and prevent fraud and abuse; Serves as the Dispute Officer for the program; Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits, etc. that are not resolved within the required time and assists or intercedes when the dispute cannot be resolved using the government cardholder dispute form; Audits the development of the program on a daily basis through the review of reports; Performs monthly reviews of undelivered and partial orders to ensure action is taken; Devises methods and approaches to deal with the particular needs of the cardholder and approving officials in all services/sections; Retrieves and cancels all cards of any employee who terminates employment or is transferred to another services; Serves as Education Liaison for the program assuring appropriate training with mandatory certification, as outlined in the purchase card guide of cardholders, approving officials, and alternate approving offices, prior to issuance of purchase cards; Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Purchase Card Program and compliance of cardholders, approving officials, alternate approving officials by auditing and reviewing the different aspects of the program; Prepares and conducts audits and inspections, evaluates results, takes action on items within the incumbent's authority, and forwards action items to the responsible organization; Makes recommendations to management regarding possible action for non-compliant cardholders and approving officials; Performs other duties as assigned. Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible Schedules: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Remote: This is a remote position. (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.) Virtual: This is not a virtual position. (Virtual refers to work performed on full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off site) may be authorized upon supervisor approval if within the local commuting distance of a Network Contracting Office 10 duty station. Applicants must live, or be willing to relocate, within the local commuting distance (approximately 50 miles) of a Network Contracting Office 10 duty station. Office space will be available for individuals that prefer to work at one of the duty stations. This recruitment is for three positions with the U.S Department of Veterans Affairs: VHA Regional Procurement Office (RPO) Central, Network Contracting Office (NCO) 10. Position Description/PD#: Procurement Technician (Purchase Card Program Coordinator)/PD10035A Relocation/Recruitment Incentives: Not authorized Permanent Change of Station (PCS): Not authorized Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks as a GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS-07: Applicants must meet the specialized experience requirement for the GS-07 grade. You may qualify based on your experience described below for the GS-07 Procurement Technician, Purchase Card Program Coordinator position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: Rules and regulations of the government-wide (or similar) Purchase Card Program; VA and Federal (or similar) acquisition regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data; Activities involving procurement and supply procedures, which includes contracting, inventory management, distribution, fund control and automatic data processing; Auditing, accounting principles, and appropriation data to identify appropriate fund control points, budget object codes and cost centers; Interpreting and analyzing information, and the ability to reduce such data to clear, precise written summaries, reports and recommendations, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
