This position is location in the Great Plains Area Office of Environmental Health and Engineering, Division of Facilities Management (DFM). This position provides engineering support to assist the operation, construction and repair of health facilities in the Great Plains Area.
Duties
Provide technical and management consultation to healthcare facilities on complex and routine matters related to corrective and preventive maintenance.
Assist in the development of appropriate resources allocation methodologies, project clearance protocols and monitors implementation of maintenance and improvement projects to ensure IHS resources are used effectively and efficiently. Reviews, evaluates and recommends scope, spending plans, annual work plans and periodic reports.
Assists in the development, implementation and evaluation of Area program objectives, plans, guidelines, technical handbooks, training conferences and standardizes reporting systems for health care facilities engineering program activities. Maintains various parts of the Area's facilities engineering database.
Establishes and maintains liaison and project coordination and technical review with federal, state, local and/or Tribal government agencies; consulting architects, engineers, planners, and contractors. Acts as the Contracting Officer's Technical Representative on assigned projects.

BASIC REQUIREMENT(S):
General Engineering Series 0801 (opm.gov)
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
GS:11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and in performing the full range of engineering duties concerned with the design, repair and operation of health care facilities, buildings and HVAC controls, utilities and related
systems.
Time In Grade (Merit Promotion Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
