DESIRED SKILLS: Excellent teamwork and communication skills are required to effectively interface with internal and external stakeholders at all levels as well as the independence, assertiveness, self-reliance, and tenacity to get the job done. A strong background in collateral, sensitive compartmental and special access program security program management. Candidates are desired to have a strong technical background and be able to grasp extremely challenging technical concepts in these areas (this list is not exhaustive): Software architecture, design, implementation and industry standards regarding the software development lifecycle. Development Security and Operations (DevSecOps) pipeline design, development, and use Real-time systems and software design and development principles Experience with programming languages and conducting code analysis (e.g.C/C++, Java, Fortran, Python, etc.) Understanding of current cyber security design principles, tools, and implementation Experience working within Agile teams and a DevSecOps driven organization. Formal cyber/programming training is preferred, but is not required. Industry recognized certifications may include: CLP, CPP, MCSD, CISSP/CISM ISSEP/ISSAP, GIAC Security Essentials Certification (GSEC), GIAC Python Coder (GPYC), CompTIA Cybersecurity Analyst CySA+/CSA+, EC-Council Computer Hacking Forensics Investigator (CHFI), etc. Hands-on experience with execution of the NIST Risk Management Framework and the Authority to Operate (ATO) process specifically as applied to aircraft, missile or test systems; experience acting as Information System Security Manager (ISSM), Information System Security Officer (ISSO), Information System Security Engineer (ISSE), Security Control Assessor, or Security Control Assessor-Representative; selected individual will be appointed ISSM/ISSO for unclassified SWIFT Family of Testers. Analyzes the security of new or existing computer applications, software, or specialized utility programs and provides actionable results. Conducts independent comprehensive assessments of the management, operational, and technical security controls and control enhancements employed within or inherited by an information technology (IT) system to determine the overall effectiveness of the controls (as defined in NIST 800-37). Information Systems Security Manager Responsible for the cybersecurity of a program, organization, system, or enclave.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Science Series, 1550. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of complex electrical systems. 2. Knowledge of systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging data methods, and principles. 3. Knowledge and understanding of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 4. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 5. Ability to foresee the impact of changing technology.

Education

Computer Scientist candidates must have a bachelor's or higher degree in computer science or a bachelor's degree with 30 semester hours in a
combination of mathematics, statistics, and computer science: Bachelor's degree in Software Engineering, Computer Engineering (CE) or Computer Science (CS) - Other degrees will be considered if similar (e.g. Applied Mathematics with Numerical Computing, Information Systems Security, etc.); or other Engineering or technical degree with CS or CE minor.
