You will serve as a Purchasing Agent in the Operations Department of NAVSUBMEDRSCHLAB NEW LONDON CT.

Requirements

- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field 1105 Level 1. Certification is required within 24 months of appointment.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Receiving purchase requests, screening needs for appropriateness, completeness, and reasonableness of information and specifications, and for proper approval.
Utilizing knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments.
Maintaining responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities, while also maintaining accurate transaction documentation.
Conducting purchasing under the micro purchase threshold.
Reviewing and editing purchase requests.
Resolving issues to ensure requests and bills are processed accurately and in a timely manner.
Identifying needs or problems and determine corrective action.
Utilizing federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases.
Tracking obligations/commitments and monitor expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends.
Communicating effectively with a variety of individuals from different backgrounds in order to gather information, present recommendations and coordinate services.
Completing critical purchasing tasks in a timely manner.
Utilizing and understanding Department of Defense Purchase card roles and responsibilities, including those of Agency Program Coordinator, Authorizing Official, and Cardholder.
Utilizing and understanding Department of the Navy acquisition regulations and requirements regarding procurement.
