This position is part of the National Archives and Records Administration. This position is within the Budget and Compliance Management Division (IB), Office of Information Services (I). The incumbent is an information technology capital planning and investment control (CPIC) specialist and team leader for the NARA-wide Information Technology (IT) program and is the investment management expert on an interdisciplinary process to implement IT solutions in response to strategic business needs.

Duties

As an IT Specialist (Policy & Planning), you will: Develop and interpret policies, procedures, and strategies governing the selection, control, and evaluation of IT investments throughout the agency. Ensure that CPIC processes and project-specific investment justification align with the requirements of NARA's systems development lifecycle. Review and ensure alignment with capital planning regulations and policies, such as the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA), and Technology Business Management (TBM) framework, as applied to the agency's business requirements. Manage and/or support NARA governance boards, providing recommendations, drafting documentation, and developing presentations and reports to managers and senior executives regarding IT investments. Evaluate, review, assess, and validate business cases, budgets and investment health for the monthly, annual and pass-back submission to the OMB IT Dashboard and President's budget.

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-13 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Managing IT investment portfolios to evaluate strategic alignment and cost-benefit analysis; and Conducting audits of IT programs and projects to ensure compliance; and Assessing policy needs and developing policies to govern IT activities; and Experience managing projects and making recommendations to high ranking organization officials in order to coordinate policies, planning, and operational processes for an organization. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-14, you must have been at the GS-13level for 52 weeks.
