Duties
As a LANGUAGE TRAINING SPECIALIST at the GS-1701-12/13 some of your typical work assignments may include:
Demonstrates treaty-specific language expertise in two or more of the following: Conventional Forces in Europe (CFE), New START Treaty (NST), Chemical and Biological Warfare (CBW) agreements, Open Skies, nuclear testing programs, and the Plutonium Production Reactor Agreement (PPRA).
Periodically participates in inspections and escort missions to assess linguist performance and training needs.
Develops treaty-specific technical glossaries, annotated reference documents, and other useful material in order to aid language professionals in their work.
Provides interpreting support from English to Russian and from Russian to English using consecutive techniques in informal and formal situations.
Works closely with language professionals to translate and/or conduct detailed examinations of documents to include: official U. S. Government (USG) and Russian briefings, talking points, proposals, speeches, and reports pertaining to international treaties, conventions and agreements.
Ensures language professionals are capable of providing accurate, reliable interpretation of job-specific treaty subject matter on a broad range of general subjects to include: highly complex and sensitive legal, political, scientific, diplomatic, technical, or military documents pertaining to international treaties and agreements.
Implements branch program for the evaluation of military interpreter performance which provides diagnoses of student academic problems, error categories, areas of weakness, and performance trends.
Recommends appropriate action in feedback and counseling to the linguist and his/her supervisor.
Establishes and implements a remedial language training program.
Devises various approaches and strategies for remedial training, re-evaluation, and measurement of linguist proficiency levels.
Manages day-to-day in-house language training schedule.
Plans classes to be conducted, sets and adjusts short- and long-term priorities, develops performance standards, tracks the progress and performance of language professionals assigned.
Reviews studies developed by other language specialists.
Develops and implements Russian language instruction in accordance with the Interagency Language Roundtable (ILR) guideline skill-level descriptions to meet DTRA's unique requirements.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Providing Russian and English language expertise and interpreter training;
Providing interpreting support from English-Russian and from Russian-English in formal and informal settings;
Assisting in the development of course testing materials and conducting daily training for linguists assigned to an organization;
Coordinating activities associated with interpretation missions in direct support of units and activities worldwide; and
Analyzing and evaluating language training, curriculum development, bilateral, consecutive and simultaneous interpretations, educational methods, and/or organizational theory to provide methods and techniques to make language training program operations more efficient and effective.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Providing Russian and English language expertise and interpreter training;
Providing interpreting support from English-Russian and from Russian-English in formal and informal settings;
Developing, administering, and overseeing language training programs;
Developing complex course testing materials and conducting daily training for linguists assigned to an organization;
Managing and coordinating all activities associated with interpretation missions in direct support of units and activities worldwide; and
Planning and implementing a comprehensive mission-focused language training program, to include curriculum development, bilateral, consecutive and simultaneous interpretation, various educational methods, organizational theory, and techniques of analysis to ensure program operations carried out by administrative or professional personnel are effective and efficient.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1701 series.
A. Education: Degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

B. Combination of education and experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
