This position is part of the Office of the Inspector General, Department of Energy in the Office of Cyber Assessments and Data Analytics (CADA). As an Auditor (Performance), you will assist higher-graded auditors in planning audits and evaluations on IT/cybersecurity and data management programs, provide information to determine compliance with Generally Accepted Government Auditing Standards, and interview appropriate officials to obtain information regarding the audit.

Duties

As an Auditor (Performance) within the OIG, you will be responsible for the following: Performs routine audits by assisting senior auditors with collecting, analyzing, and planning audits by evaluating high risk areas of IT/cybersecurity and data management programs. Prepares written documentation outlining the scope of the audit. Assists in the development of audit requirements and Agency goals and objectives in assigned program areas. Monitors program areas and makes recommendations for improvement. Provides professional advice and assistance involving regulatory requirements of IT systems and cybersecurity and data management programs, changes in policy or procedures, and organizational structure.

  • Temporary Duty Travel (TDY) may be required up to 25%.

Qualifications

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE REQUIREMENTS: To qualify for the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience must reflect all of the following: 1) Assisting with routine audits and examinations of IT systems or cybersecurity programs, identifying and summarizing information relevant to the audit, and making recommendations for improvement; 2) Interviewing appropriate officials and obtaining supportive documentation, preparing routine working papers and determine compliance with audit criteria; 3) Perform audits in accordance to Generally Accepted Government Auditing Standards (GAGAS), accounting and auditing concepts, Federal laws and regulations, IT and cybersecurity systems to perform audits, evaluations, and assessments.

Education

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
