This position is part of the Office of the Inspector General, Department of Energy in the Office of Cyber Assessments and Data Analytics. As a Auditor (Performance), you will be responsible for performing systematic evaluations and examinations on IT/cybersecurity systems and data management processes, provide status reports on ongoing audits, and formulate conclusions on report findings of audits.

Duties

As an Auditor (Performance) within the OIG, you will be responsible for the following: Assist with audits on IT/cybersecurity systems and data management processes and ensures compliance with public laws, agency, and Federal regulations. Utilizes IT and computer-assisted techniques and methodologies to conduct audits for which the boundaries are difficult to determine. Assists in the development of audit requirements and verify requirements with federal regulations, audit standards, and agency policies. Provides status reports of all stages of the audit, to senior leadership with minimal error or assistance, to ensure timelines are met.

  • This position requires a Critical Sensitive Q (Top Secret) Clearance. The incumbent must obtain and maintain a Q Security Clearance.
  • This position is a drug testing designated position and is subject to pre-employment and random drug testing.
  • Will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

Qualifications

This position has a Basic Requirement/Positive Education requirement. You must have: A. Degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: 1) Performing audits and examinations of IT systems or cybersecurity programs, determining the adequacy of control mechanisms to prevent fraud, waste, and abuse in programs and operations, and formulating conclusions of audit findings and makes recommendations corrective actions; 2) Use Federal regulations, accounting and auditing concepts, IT systems, and records of Congressional hearings to plan and conduct a variety reports, surveys, special studies to determine compliance with applicable laws and regulations and formulate report findings of audits or examinations; 3) Providing status reports and briefings on ongoing audits, identifying areas that require review or evaluations, and develop procedure, policies, and computer-assisted techniques to enhance the use of IT systems and cybersecurity programs within the department. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) Independently performing complex audits and examinations of IT systems or cybersecurity programs, determining the adequacy of control mechanisms to prevent fraud, waste, and abuse in programs and operations, and formulating conclusions of audit findings and makes recommendations corrective actions; 2) Use Federal regulations, accounting and auditing concepts, IT systems, and records of Congressional hearings to plan and conduct a variety reports, surveys, special studies to determine compliance with applicable laws and regulations and formulate report findings of audits or examinations; 3) Providing professional advice and direction to lower grade auditors and senior leadership on the development of audit techniques and procedures to enhance the use of agency IT systems and cybersecurity programs.

Education

  • Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
