THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY FINANCIAL SPECIALIST (TITLE 32), Position Description Number D2392000 and is part of the IL 183 WG, National Guard.

Duties

As a SUPERVISORY FINANCIAL SPECIALIST (TITLE 32), GS-0501-12, you will serve as a supervisor with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay). Major Duties - This is NOT an all-inclusive list: Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Conduct analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Monitor the organization's internal metrics and other performance measurement indicators. Participate in formal and informal management planning, policy and decision-making sessions. Manage, direct and execute wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for wing customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Develop policies, coordinate, and perform all military pay functions for organizations at all levels of serviced installations. Provide expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to wide spectrum pay operations previously mentioned. Develop an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensure that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Identify actual and potential problem areas and develop actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Exercise accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted, Rank E-8 Only. GENERAL EXPERIENCE: MUST possess the experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess the specialized experience ,which includes 36 months, of analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. SPECIALIZED SUPERVISORY EXPERIENCE: GS-12 Level - MUST possess specialized supervisory experience, which includes 36 months, in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
