The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Provides support to water resources Planner/Project Managers (PMs) who plan, develop and coordinate civil works development studies for the District. Uses Corps of Engineers Civil Works Planning Authorities and Planning Processes to research and compile information associated with pre- and post-authorization studies and projects. . Works on initial assessments, reconnaissance and feasibility studies and non-traditional studies such as master plans, land use plans, rehabilitation reports, hydropower, ecosystem restoration, and other water resources development activities. Assists with feasibility scoping meetings, alternative feasibility briefings, in progress reviews with HQ and NWD, civil works review boards, and testimony preparation. At the request of the PM/Planner develops and coordinates and manages agency and public involvement activities such as workshops, public meetings, public briefings, conference calls, etc. Serves as point of contact on matters related to study and plan formulation process. Assists PM to prepare and respond to requests for information on project data to include engineering and economic issues, costs, program changes, trends, and similar matters regarding the projects. Prepares Planning model review plans and approval/certification packages for approval at PCXs. Prepares Planning model review plans and approval/certification packages for approval at PCXs. In support of the PM/Planner develops responses to inquiries from local sponsors, congressional offices, higher headquarters, and special interest groups. Assists Planner/PMs in developing study plans and schedules, technical requirements and analyses, projected costs, and related plan formulation activities.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: project management, planning, financial management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11: One year of specialized experience which includes experience providing technical input to produce planning study documents, planning study budgets, and/or planning study recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: project management, planning, or financial management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
