THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRPLANE FLIGHT INSTRUCTOR (TITLE 32), Position Description Number D1810P01 and is part of the IL 126, National Guard.

Duties

As a AIRPLANE FLIGHT INSTRUCTOR (TITLE 32), GS-2181-13, you will provide ground and flight instruction in high performance, military airlift aircraft i.e. C-130, KC-135, C-5, C-17 and other similar type "jumbo" aircraft. Major Duties - This is NOT an all-inclusive list: Assess flight instructors, pilots and other aircrew members assigned, attached, or newly acquired to the unit to determine flying background and proficiency in the Unit Equipped (UE) airplane. Utilize available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, Ability to Survive and Operate (ATSO), and specific crew duties. Brief and instruct preflight preparations including: intelligence briefings, mission planning, weather factors, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. Plan, develop, and implement the unit flying schedule and flying hour program using inputs from within the Air Operations and Logistics Divisions. Serve as the Wing Commander's principal advisor and provide technical expert to wing personnel on the Air Force Complaints Resolution and Fraud, Waste and Abuse (FWA) programs and the Air Force Inspection System (AFIS). Plans, directs and manages the activities of the Inspector General office, directing the Commander's Inspection Program (CCIP) and overseeing the wing's self-assessment, exercise and inspection programs. Ensures programs comply with legal and regulatory requirements and meet the needs of the organization. Administer combat flight training to military aircrews. Evaluate formal training directives, and develops course changes, new material, new training systems and methods. Maintain a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions to give timely and accurate instruction to aircrews in the air or on the ground. Design and coordinate comprehensive training plans and scenarios to provide realistic technical aircrew training. Ensure programs comply with legal and regulatory requirements and meet the needs of the organization. Plan, organize and administer unit flying, explosive, and ground safety programs in accordance with Air Force, ANG and OSHA directives, and applicable technical publications. Review and analyze directives regulations, accident reports, safety data and local operating conditions to determine requirements for safety programs. Inspect facilities and flying operations and coordinate with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Investigate accidents/incidents, determine human causes, and recommends corrective action. Perform technical analyses of safety data and recommend procedures and guidelines to ensure safe operations of all units flying and ground activities.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer - Minimum Rank O1 - Maximum Rank O6 GENERAL EXPERIENCE: MUST possess a competent understanding in the occupation's basic principles and concepts: a minimum of one year on the-job experience in the grade (or a comparable military rank) immediately below the next higher level. MANDATORY QUALIFICATION REQUIREMENTS: MUST possess the mandatory eligibility requirement of a Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). EDUCATION REQUIREMENTS: MUST possess an undergraduate degree from an accredited college or university and able to provide an official transcript at this application. SPECIALIZED EXPERIENCE: GS-13 Level MUST possess at least 24 months experience in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or Air National Guard Wing/ Operations Group: experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA): experience in reading and applying mission tasks, intelligence reports, and weather information; experience in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings: experience in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning; experience in operating aircraft controls and equipment; experience in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance; experience in developing plans and policies, monitoring operations, and advising commanders; experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics; experience in planning and preparing for missions; experience in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives; experience in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements; experience in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs; experience in one or more missions such as, air-to-air; air-to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting; experience in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed; experience in using aircraft instrumentation and aircraft mounted video cameras; experience in visual flight-rule type flying and aircraft instrument flying; experience in flying simulated "real world" combat and non-combat missions and terrain; experience in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace; experience in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands; experience performing aviation duties such as, cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, or directing emergency actions that involved unit support agencies; experience in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the application of instructional techniques to the training of other pilots in the Army National Guard flying facilities; experience in conducting particular missions and flying specific main-frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions; experience in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. experience on weaponry and combat or non-combat tactics for applicable military aircraft; experience with wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments. Education

You must meet the following Education requirements to qualify for this position:

An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
