You will serve as a PUBLIC AFFAIRS SPECIALIST in the DEPARTMENT OF NAVY, S-5 DIRECTORATE of MARINE CORPS BASE HAWAII.
Duties
You will advise and make recommendations on matters concerning relations with the civilian community.
You will coordinate all request and proposals for Marine Corps participation in community events.
You will request conform with current regulations.
You will respond to daily correspondence and telephone inquires.
You will adhere to Public Affairs Guidance (PAG).
You will arrange for a command representative to speak at local events.
You will direct the base's tour program.
You will serve as a community relations representative.
You will serve as the base's historian.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to possess and maintain a current valid United States driver?s license.
- A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a public affairs program that includes internal and external communications, advising and making recommendations of a broad range of public affairs programs, and monitoring and evaluating command input, public reaction. and civilian response in association to a wide variety of situations.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing community relations, information procedures, and general public affairs programs while being able to accurately disseminate public information in a timely manner under general supervision.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
GS-09
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
