About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade US Cyber Command.

Duties

Provide programming and budget oversight across the USCYBERCOM Enterprise to include but not limited to USCYBERCOM Directorates, Service Cyber Components and Cyber Agencies. Coordinate, recommend, and provide professional management advice and assistance on use of the USCYBERCOM?s resources in terms of manpower and dollars. Study directives and regulations issued by higher headquarters to determine the effect on Enhanced Budgetary Control (EBC) programs and develops policies and plans to implement such directives in order to ensure coverage of all pertinent factors. Participate with senior leadership of the USCYBERCOM, Service Commanders, Cyber National Mission Force, OSD, HQDA, and MR/A in establishing policies, goals and objectives in support of the aviation training program. Establish annual, multi-year, and long-range forecasts and plans for manpower, budget and accounting requirements. Develop and promotes short, mid, and long-range goals and objectives relating to accounting, budget, manpower and management programs. Supervise subordinates to include establishing priorities and work schedules and assigns and evaluates work. Set performance plans for subordinate supervisors, evaluates performance, and approves incentive awards, and ensures consistency and equity for their subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Position requires travel within and outside the Metro commuting area of 10-70%. Also involves some OCONUS travel.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position.
  • This position is designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • The FINANCIAL MANAGEMENT Level 3 Certified requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized experience would be demonstrated by program and budget issues affecting the Budget Estimate Submission and President's Budget Submission. Directs and coordinates the functions of budgeting, manpower control, programming, in-sourcing/out-sourcing programs, and review and analysis; and providing advisory services to senior leadership on strategic initiatives, acquisitions, and capital expenditures; requires broad knowledge of accounting, auditing; expert ability to lead, coordinate, and integrate the work of subordinate personnel; and skill in persuading management officials to accept and implement recommendations, where proposals involve substantial resources or require extensive changes to established programs. :
