The primary purpose of this position is to perform assistant work which requires substantial knowledge of civilian personnel terminology, requirements, procedures, and functions to process documents, prepare reports, explain personnel procedures, and maintain records.
Duties
Serves as initial point of contact for visitors and callers to the Civilian Personnel Section.
Provides appointment processing/out-processing services.
Provides limited information and assistance regarding routine processing procedures and requirements for the Incentive Awards Program. Prepares a wide variety of recurring correspondence, internal reports, and other documents from information obtained from the staff, files, and other sources and reviews and finalizes documents prepared by others.
Uses varied and advanced functions of word processing software to create, format, modify, edit, and print a
variety of letters, reports, memos, and other textual documents.
Establishes, updates and maintains office flies and enters, updates, retrieves and modifies data for servicing personnel office in the automated personnel information systems.

- Qualified Typist Required: Must have ability to type 40 words per minute.
- Performs other duties as assigned.
- This is a Temporary position NTE 12 months. The individual selected for this position may be extended without further competition.
- Current Federal civilian employees may apply for this position using Reinstatement eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Human Resources Assistance Series, 0203.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive body of personnel rules, procedures, terminology, or requirements related to a wide variety of interrelated or nonstandard personnel programs and skill in applying these knowledges to work situations or to resolve problems. Knowledge officially established program objectives, priorities, and practices requiring extended experience to initiate, plan and coordinate a series of interrelated clerical activities and knowledge of the clerical steps involved in processing personnel documents.

EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of personnel rules and regulations.
Knowledge of automated personnel management information systems.
Ability to research, analyze, interpret and apply rules, regulations, and procedures.
Ability to plan, organize work, and meet deadlines.
Ability to communicate both orally and in writing.
Ability to use office automation tools and techniques to generate reports, briefing materials, and/or comparable documents. A proficient typist is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
