The Assistant Chief Education Nurse performs the administrative and personnel management functions relative to the staff supervised in Education. This includes establishing guidelines for performance expectations for staff, which are clearly communicated through the formal employee supervisory performance management systems. The scope of responsibility and accountability continuously evolves to meet the demands of the practice setting and changing professional standards.

Duties

The Assistant Chief Education is responsible and accountable for maintaining BLS and/or ACLS training when required and is responsible and accountable for demonstrating the educational, experiential, and knowledge/practice-based competency and role responsibilities outlined in the four (4) dimensions of Practice, Professional Development, Collaboration and Scientific Inquiry. Responsible and accountable for individual nursing practice. Functions effectively in a leadership role, applying principles of effective team functioning to the maintenance of collaborative team relationships. Functions as an expert in clinical practice and/or areas related to the assigned roles and responsibilities. Uses professional standards of care, scientific evidence, and practice to evaluate programs/service activities. Functions as an effective program manager with communication, detailed record keeping, and outcome measurements. Assists with competency development of nursing staff. Serves as a leader to assess, plan, develop, implement, instruct and evaluate educational and simulation experiences, programs and/or activities and publicizes offerings. Influences professional role competence and growth of learners in a variety of settings with a desired outcome of improved population health. Guides, develops, and supports staff using adult learning principles and the ANA Standards of Nursing Practice and the Association for Nursing. Uses the ANA Code of Ethics for Nurses and interpretive statements to guide professional practice. Is a leader in educating others on the awareness of professional ethical codes and of policies regarding ethical issues as well as the importance of reporting illegal, incompetent, unethical, or impaired practices. Promotes a practice environment that empowers nurses and staff to provide compassionate and efficient nursing care. Respects the complexity and uniqueness of diverse learners. Safeguards patient privacy and maintains confidentiality of all electronic and printed patient information according to HIPPA guidelines, the Privacy Act and as stated in the MCPs. Serves as preceptor and/or mentor providing education, advisement, and skill enhancement to staff (clinical and non-clinical) and students at the unit, system, and organizational level. Uses current health care research and evidence-based practice to expand clinical knowledge, enhance role performance, and increase knowledge of professional issues for self and others. Participates in the development of education programs and staff development models to facilitate career progression and to increase productivity and performances. Participates in educational and simulation activities to improve clinical knowledge and enhance role performance. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. The NPDP-ACEN I/3 is a graduate from a program accredited by the National League for Nursing Accrediting Commission (NLNAC), or the Commission on Collegiate Nursing Education (CCNE) with completed requirements for education and has met licensure requirements for practice in accordance with the VHA Handbook 5005, Nurse Qualification Standards dated 3/17/2009. Satisfactory physical examination as determined by the Employee Health Unit. Verbal and written English language proficiency. Preferred Experience: Doctoral degree in Nursing or related field with 3-5 year management experience BSN with Masters in field related to Nursing and 3-5 years management experience MSN with 3-5 years of management experience Master of Science in Nursing from a Bridge Program (BSN is not required) with 3-5 years management experience 3-5 years previous management experience Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: RNs require visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing, and lifting of at least 35 pounds. Transferring/lifting patients and objects may be required. Staff may be required to don protective equipment in isolation situations or operative/invasive procedures. They may also be exposed to patients who are combative, secondary to delirium, dementia, or psychiatric disorders. Travel between VA EKHCS campuses and to Community Based Outpatient Clinics may be required. The NPDP-ACEN I/3 must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. They may be exposed, on a short-term basis to fumes, dust, and other debris. This position potentially requires flexibility in schedule and assignments, as EKHCS is a 24/7 hospital, and an RN is identified as an essential worker.
