About the position: This position will be assigned to the Base Recycling Operations Center (ROC) located at WPAFB. Manages the activities of the ROC, exercises administrative supervision and technical coordination. Provides direct supervision to employees. Duties

Manages the activities of the Base Recycling Operations Center (ROC). Exercises administrative supervision and technical coordination over the ROC. Provides direct supervision to a staff of approximately 16 employees. Assigns tasks, schedules work, and instructs subordinates. Develops requirements, budgets, and maintenance plans for equipment, personnel and facilities for current and projected operations. Plans and organizes resources and allocates work priority for efficient workflow in support of the sale of recycling commodities. Issues and administers Direct Sales Contracts for the sale of commodities that the recycling program generates to include scrap metals. Administers billing and tracking of all direct sales to contractors. Works with the Environmental Branch (CEAN) for approval of all Direct Sales Contracts. Maintains tracking and inventory of all commodities generated by the ROC. Segregates duties to ensure custody of assets (recyclable materials), customer bids, weight tickets, and sales record. Directs the operation of the ROC and assures compliance with the program operation instructions, hazardous materials regulations, hazardous waste regulations, and universal waste regulations. Assists in HW inspections conducted by regulatory agencies. performs self-inspections of HW, HM, universal waste and reports violations to the Chief, Resource Management and CEAN. Develops and establishes operation guidelines to implement procedures, methods, collection routes and other related changes. Resolves technical work problems not covered by precedents or established policies. Supervises repair and maintenance of mechanical and electrical equipment such as industrial bailing machines, conveyor systems, bricking machines, compacting units, front loaders, forklifts, semi-trucks and other equipment at the recycling center. Must be capable of learning the proper use and operation of an XRF Analyzer, and take required yearly radiation safety training. Works with CEAN to educate and inform base personnel about the Recycling Program and its benefits. Prepares data for quarterly status reports for submission to CEAN. Acquires data for annual ROC funds budget. Supplies individual monthly receipts to all materials bought in support of the recycling center operation. Supplies monthly reports of vehicle maintenance costs to include parts, hours, and fuel. Responsible for compliance with all environmental, health, fire and safety regulations. Qualifying Experience: Applicant must have progressively responsible supervisory experience which provided general knowledge and understanding of administrative and technical work relative to the recycling program. Experience which provided knowledge of operational procedures and requirements for recycling. Ability to gather information and compile reports. Ability to plan, organize, establish goals, identify and resolve problems, and to communicate effectively and deal effectively with individuals and groups. Must possess a valid driver's license and be able to obtain, and maintain, a government driver's license to operate motor vehicles; to include forklifts. Must satisfactorily complete a background investigation. This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
