This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of General Counsel (OGC). OGC provides independent and objective legal counsel and advice to the Inspector General and OIG. Incumbent serves as an Advisor on legal matters and Agency Counsel in Federal government administrative and criminal investigations, oversight, policy, senior official investigations, whistleblower reprisal investigations, criminal investigations, and FOIA litigation.

Duties

As an Attorney-Advisor (General), GS-0905-15, your typical work assignments may include the following: Provides legal advice and counsel on OIG criminal and administrative investigation and oversight activities, including senior official and whistleblower reprisal investigations. Reviews and comments on OIG criminal and administrative investigative and oversight products. Researches and analyzes criminal and administrative laws, policies, procedures, and practices. Reviews, analyzes, and comments on proposed legislation affecting DoD or OIG interests and equities. Provides legal advice and counsel on records requests and the release of records and information in response to official use requests, subpoenas, court orders, and requests under the Freedom of Information Act and Privacy Act. Prepares memorandums and briefing documents. Serves as counsel and assist in litigation matters.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probational period with the Federal government in a similar position, you will be required to serve a two-year probational period.

Qualifications

Basic Requirements: To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association. Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law. In addition to the basic requirements noted above, resume must document the specialized experience listed below: Specialized Experience: You must have at least 52 weeks at the GS-14 level or equivalent level. Specialized experience is defined as demonstrated expertise and experience performing legal work, providing opinions of impact on administrative and criminal law investigations and oversight relating to department programs and operations; comprehensive knowledge and experience to defend legal and policy positions dealing with department and other agency leaders, and with Congressional officials; knowledge of laws, regulations, policies, and procedures relating to the collection, storage, use, and disposition of information and records by the agency in the course of its audits, investigations, evaluations, and other programs and activities; must also have experience advising and supporting agency personnel in gathering, preserving, and producing information relating to litigation matters involving the agency or its personnel. In addition to the basic qualifications, candidates must have at least five (5) years of specialized legal experience as an attorney in the fields of federal criminal, civil, or administrative law, which demonstrates that candidates can successfully perform the duties of a GS-0905-14/15 Attorney. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
