This is not a (drug) testing designated position (TDP).
This position is located in the Small Business Administration, Office of Field Operations - Region II in Syracuse, NY. The Outreach and Marketing Specialist will work with assigned groups, organizations and partners whose constituents, and/or members may benefit from the use of SBA programs and services.
Duties
Build and maintain a local network of collaborative partnerships: economic development practitioners in Federal, state, regional and local government, chambers of commerce, business and trade associations, financial institutions, educational institutions and civic/community organizations.
Represent the SBA at a variety of public functions through outreach/presentations/trainings in order to educate the small business, lender and contracting community about SBA programs and services, and other small business-relevant topics.
Participate in or lead projects to accomplish outreach events and will be expected to collaborate with others on the team and other resources to ensure that the projects are successful.
Conduct advising and training on SBA programs.
Field technical representative responsible for compliance oversight of SBA district office customers.
Salary Ranges:
GS-09: $57,118 to $74,250
GS-11: $69,107 to $89,835
Full Promotion Potential for this position is GS-11: $69,107 to $89,835.
Requirements

Qualifications
For the GS-09:
Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector: that includes marketing through outreach, training and education to various organizations; participating in outreach, training, presentations and education on a variety of business management and financial management topics; and providing support to senior staff to maintain alliances and partnerships with a variety of partners.

OR
Education: Successful completion of a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts (official or unofficial must be submitted in support of this response). OR
Combination of Experience and Education: Combination of education and experience as specified above. For example, an applicant who has 1 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e., 50% of the required experience) would equate to 100% of the required experience for the position. For the GS-11:
Experience: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes: assisting in the development of marketing strategies for programs and services for growth and development of a customer base; delivering outreach, training, presentations and education on a variety of business management, financial management or lending topics related to small business; and managing collaborative alliances and partnerships with a variety of business development partners.

Education: Successful completion of a Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M in an accredited college or university. Degree or course work must be in the areas of business, finance, accounting, or a related field. Transcripts (official or unofficial must be submitted in support of this response). OR
Combination of Experience and Education: A combination of the described graduate education and specialized experience that together equal 100% of the required basic qualifications for the GS-11. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e., 50% of the required experience) would equal 100% of the required experience for the position.
