The primary purpose of this position is to provide aircraft simulator Air Battle Management and courses for the graduate fighter pilot flying training program, instructs students in command and control capabilities to meet the needs of an operational mission. Develops goals, monitors and evaluates training program success, and technical expertise to program changes.

Duties

Instructs graduate level pilots through assigned blocks of instruction at basic and/or advanced technical levels of Air Battle Management, Command and Control Systems, and Theater Air Operations. Researches, develops, revises and recommends updates to Air Combat Command (ACC) graduate fighter pilot flying training program and the Raptor Advanced Mission Planning School (RAMPS) course materials in accordance with established learning objectives. Plans, develops, executes, and evaluates a comprehensive and effective training mission. Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include serving as the wing Link 16 Unit manager (LUM) and various continuation training activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Instructs graduate level pilots through assigned blocks of instruction of technical levels of Air Battle Management, Command and Control Systems, and Theater Air Operations. Prepare, maintain, and present diverse material, formulate training aids/devices, maintain classroom decorum and ensure supplies, equipment, and classrooms are available for training. Participate in course development and modification to make adjustment in presentations or instructional methods. Responsible for overall maintenance of assigned courses and determines the need for and initiates changes or updates in course content. Serve as subject matter specialist in the development and/or revision of training courses and materials. Administers complex measurement devices and provides feedback to students; maintains security over measurement devices. Counsel students and helps them identify and resolve problems. Administer approved written and performance measurements and assigns grades in accordance with prescribed criteria. Coordinate, plan, and schedule meetings with organization course managers, contractors, military/civilian subject matter experts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. 2. Knowledge of the principles, practices and techniques of Air Battle Management at a practical level to include command and control functions, friendly aircraft capabilities, enemy aircraft capabilities, friendly air order of battle, enemy air order of battle, airspace de-confliction, and briefing and debriefing of air-to-air and air-to-ground missions. 3. Knowledge of the Instructional Systems Development (ISD) process, requirements of graduate flying training and the associated formal training and continuation training syllabi's. 4. Skill in accomplishing special training studies and projects. 5. Ability to communicate effectively, both orally and in writing, to include classroom instruction before large and small audiences. 6. Ability to analyze problems and develop appropriate solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
