Duties

Plans, directs, and coordinates overall training goals and objectives to accomplish missions for an organization with a diverse and geographically dispersed workforce. Oversees the development, coordination, publishing, implementation, and execution of training for the Agency. Ensures that the DLA workforce receives the necessary skills and knowledge required to support attainment of the Agency's strategic goals and objectives. Collaborates and partners with Agency senior leaders on workforce development and training initiatives and solutions. Conducts research and development in new training technologies and leads in the implementation of new technologies where they are shown to be the best value. Represents DLA in OSD and OPM workgroups and committees related to workforce development and career management. Assists the DLA Training Director in the overall planning, direction, and timely execution of the mission through several subordinate managers and supervisors for accomplishment of responsibilities related to training operations and services.

Qualifications

To qualify for a Supervisory Training Development Administrator your resume and supporting documentation must support: A. Basic Education Requirement: A Bachelor's Degree or higher that included or was supplemented by major study in education or in a subject-matter field appropriate to the position; OR A combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. AND B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes: - Providing oversight over the operations and functions of an agency-wide workforce training and development program that is broad in scope and responsibility. - Evaluating training and workforce development programs to ensure they align with changes in agency priorities and missions. - Leading or overseeing the work of subordinates in order to evaluate the efficiency of workforce development and training programs. - Planning and administering training and/or workforce development projects designed to develop employees and manage learning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
