DCSA's Security Training Directorate is seeking a Senior Instructional Systems Specialist. The Security Training centers provide security products and services to ensure maximal human performance in credibility assessment, industrial security, information security, insider threat, personnel security, physical security and SAP missions through training, education, quality assurance and research. This is an excellent opportunity for those with knowledge of 508 compliance regulation & practices.

Duties

This purpose of this position is to serve as the Instructional Systems Specialist (Senior Instructional Systems Designer), manager for instructional system design and development pertinent to the Training Center for Development of Security Excellence (STC1) Product Development and Delivery (PDD) department, located in Linthicum, MD or Slippery Rock, PA. As a INSTRUCTIONAL SYSTEMS SPECIALIST you will be responsible for the following duties:

Qualifications

This position has a Basic Requirement for the 1750: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.) *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Development, delivery, and sustainment of instructional systems design practices, and the application of design methods to improve instructional effectiveness; Planning, analysis, design, development, implementation, evaluation and sustainment instructional methods, materials, and techniques; Applying learning theories as they relate to the systematic design, development, and evaluation of instructional materials; Effectively and convincingly communicate and defend complicated, sensitive, or controversial findings or proposals to senior level managers. Specifically you will be evaluated on the following competencies: 1. Instructional and Performance Support Technology Create, manage, and advise on the appropriate technological processes, resources and policies. 2. Instructional Design Evaluate, plan, coordinate, and develop components of instructional design. 3. Instructional Implementation Implement instructional programs and products in operational, institutional, and self-development domains. Conduct, deliver, and/or manage courses and learning events. 4. Instructional Materials & Curriculum Development Develop, test, review and revise instructional materials and content for lessons, courses, or occupations in accordance with specific learning objectives. 5. Instructional Program Evaluation Assess the learning outcomes, design, and effectiveness of curricula and instructional programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation/adoption, and to inform instructional decisions. 6. Needs/Occupational Analysis Conduct needs and/or occupational analyses to determine the requirements for revision of existing or development of new instructional programs.

Substitution of education may not be used in lieu of specialized experience for this grade level.
