Duties

Assists in developing and formulating data and preparing the Medical Center's Annual Budget Plan. Analyzes and validates Target Allowance distribution worksheets received from VHA Headquarters and VISN 12 Network Office; participates in development of formulas or approaches for distribution of Target Allowance methodology. Provides technical assistance and guidance to all Medical Center Programs for established policies, regulations, procedures, and changes in the preparation of their budget requests. Assists in providing technical assistance and analyses to the VISN 12 Network Office as requested for recurring and one-time reporting needs. Monitors the propriety and rate of expenditures of budgeted funds through contacts with program officials, review of written documents, and examination of accounting records. Distributes approved annual cost ceilings for all programs by quarter; estimates and monitors annual obligation data and employment by cost center and sub-account. Provides technical review and reporting necessary to accomplish requested actions for Medical Center and VISN responses. Establishes necessary fund controls to insure against over-obligating quarterly distribution of cost ceilings. Ascertains that the detailed cost ceilings distributed to fund control point officials are financially sound, practical, and in the best interest of the Medical Center. Provides management with independent analyses of funds and periodic financial projections through the Assistant Fiscal Office at the respective site. Responsible for preparation and publication of biweekly, quarterly, annual, and special budgetary reports or analyses as requested. Works with VISN 12 staff on monitors for VISN 12 funding. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-7. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You GS-7 LEVEL GRADE REQUIREMENTS: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-5) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; and determines whether funds are being used on a timely basis to support the installation's mission and objectives. OR EDUCATION: Must have successfully completed one (1) full year of graduate level education or Superior Academic Achievement (S.A.A.). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1.Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2.Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3.Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (TRANSCRIPTS REQUIRED) OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education that is qualifying as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-07 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Specialized experience includes but is not limited to: Experience with budget and finance regulations, procedures and process for budget formulation to compile, correlate, and consolidate individual estimates for items such as personnel salaries and expenses, travel, and minor building maintenance. Experience with and skill in applying commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones. OR GS-9 Education: Applicants may substitute education for the experience required for the GS-09 level which is a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR GS-9 Combination of Experience and Education: Applicants may also combine education and experience to qualify at the GS-09 level. (TRANSCRIPTS REQUIRED) GS-11 Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Proven skill in analyzing budgetary relationships and developing recommendations for budgetary actions under conditions of time pressure and uncertainty. Experience interpreting source information about programs and financed and applying it to a budget. OR GS-11 Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
