The incumbent is a Respiratory Therapist with full responsibility as a Supervisor in the Pulmonary Function Lab. In addition to direct patient respiratory and related care the Supervisor plans, organizes, coordinates, and evaluates specific outpatient program areas. The position is located at the Minneapolis VA Health Care System.

Duties

GENERAL DESCRIPTION a. The Incumbent contributes ideas, plans and information to improve outpatient respiratory services. b. The Incumbent manages the Pulmonary Function Lab which includes oversight of the spirometry done at the CBOC's within the MVAHCS. c. Incumbent will have some supervisory responsibilities within the Pulmonary Function department. d. Works hands on in the Pulmonary Function Lab performing all pertinent duties. e. The incumbent must develop skills through literature review of pulmonary medicine which include recognizing reproducibility of maneuvers and preliminary interpretation of diagnostic information. RESPONSIBILITIES a. Aids in the development and regular review of policies and procedures; ensures that this program remains in compliance with existing VA policy and regulations and JCAHO standards. b. Monitors and evaluates the effectiveness of all the program activities through standard and innovative techniques. c. Maintains statistical and patient data. Monitors individual performance standards and assists in retrospective audits. d. Serves as liaison between the department and its clinical consumers (i.e., nursing service, administration and other support services). e. Monitors staff educational needs and performs annual competency assessments for staff. f. Operate and manage key clinical, training, research or administrative programs including the day to day activities, resource management and fiscal management of those programs. g. Oversee administrative and programmatic resources. h. Develop and Implement short- and long-term goals and objectives consistent with the program and facility strategic plans. i. Perform and interpret complex analytical studies and prepare reports for facility, VISN and national use. j. Represent the department at interdisciplinary meetings and on facility level committees. PERSONNEL RESPONSIBILITIES a. Provide leadership, direction, orientation, coaching, mentoring, in-service training, and staff development. b. Provides guidance to staff with counseling sessions for matters which may require disciplinary action. Recommends the appropriate action if necessary. c. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor. Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. English Language Proficiency. RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. ? 7403(f). Grade Determinations: Registered Respiratory Therapist, GS-13 Experience, Licensure and Credential. Candidates must: i. Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. ii. Hold an active license and RRT credential. Certification. Candidates must hold a certification from one of the programs they are responsible for overseeing. For this position, Registered Pulmonary Function Technologist (RPFT) certification is required. Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: i. Skill in complex respiratory care in all inpatient and outpatient settings. ii. Skill in monitoring production and performance priorities and standards. iii. Ability to develop policies and guidelines. iv. Ability to manage patient care programs to make recommendations to improve patient care and operations.
