About the Position: The incumbent will serve as as a Project Manager in the Regulatory Division. The incumbent will evaluate all levels and types of Department o the Army (DA) permit application, compliance, and/or enforcement cases for activities in waters of the United States and/or navigable waters of the United States with the regulatory authority of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.

Duties

Evaluates all levels and types of Department of the Army (D.A) permit applications, jurisdictional determination requests, compliance, and/or enforcement cases. Develops and manages general permits (GPs). Prepares or manages accurate and detailed documentation, e.g., environmental assessments (EAs) or Environmental Impact Statements (EISs), Public Interest Review (PIR) factors and Section 404(b)(1) Guidelines analysis. Provides advice, which essentially commits the District to a particular course of action, to potential applicants concerning regulatory requirements, including jurisdiction, processing and evaluation, and the likelihood of project approval. Recommends the issuance or denial of permits, or conditions for issuance, and documentation of the detailed weighing and balancing thought processes in a Statement of Findings (SOF) leading to the recommended decision Manages special programmatic initiatives which may result from interagency coordination efforts, special task groups, directives from higher authority, the District Engineer, the Division Chief or the Branch Chief. Serves as the District representative on groups and task forces with missions of interest to the District and/or the regulatory program. Regularly participates in interagency meetings such as with the state, local governments or other applicants with long-range planning needs. Participates on, or serves as leader for, interagency task forces formed as programmatic initiatives, providing timely input, fully coordinating issues with others.

Basic Requirement for Biologist: General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) Basic Requirement Engineer: all-professional-engineering-positions-0800.pdf (opm.gov) Basic Requirement for Physical Scientist: General Physical Science Series, 1301 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements list below: Specialized Experience: One year of specialized experience which includes: (1) Reviewing permit applications for projects in wetlands and waters of the United States for compliance with Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act; (2) Analyzing project alternatives to determine avoidance and minimization of wetland impacts in accordance with the requirements of the Section 404 (b)(1) Guidelines and the National Environmental Policy Act (NEPA); (3) Reviewing proposed projects in wetlands and waters of the United States; (4) Formal training and field experience in wetland delineations and jurisdictional determinations in accordance with the 1987 Corps of Engineers Wetland Delineation Manual and Regional Supplements; (5) Experience with enforcement cases related to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act violations and compliance of permitted activities in wetlands and waters of the United States; and (6) Reviewing functional assessments of wetlands and streams, and determining if mitigation proposal meets current mitigation guidance requirements. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
