About the Position: As Section Chief, incumbent assumes complete responsibility for planning, scheduling, directing, budgeting, coordinating, advising, supervising, and reviewing of branch activities in support of lease acquisition and management of real estate for the leasing programs.
Duties
Entry and use of data in the national Rental Facilities Management Information System (RFMIS) database to assure data quality for overall program management and for upward reporting.
Negotiates complex leases, licenses, and permits for recruiting, Army Reserve, Air Force, civil, and other customers.
Plans and organizes current and out-year program resourcing requirements and determines general policies, technical requirements and methods of accomplishing the mission to meet the customer?s expectations.
Plans, administers and directs building management functions though Lessor support or requirement contracts to provide utilities, janitorial or maintenance services, trouble shooting or alterations.
As a Section Chief, the incumbent supervises all aspects of the work of the organization supervised.
Reviews leases and rental agreements to assure compliance with established real estate law, regulation and current policy.
Monitors contract expenditures/payments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Specialized Experience: One year of specialized experience which includes 1) Negotiating with individuals/representatives in situations involving the acquisition of real estate interests and leasing; 2) Preparing leasing documents and rental agreements to assure compliance with all real estate laws and current policy; 3) Providing technical guidance and advice on leasing issues to peers and higher authority, 4.) Assisting in acquisition planning, contract award process and management related to real estate and/or 5.) Working relocations in accordance with Public Law 91-646. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
