As the Laundry Operations Specialist for Environmental Management Service (EMS), the incumbent manages a complex, state-of-the-art, consolidated laundry that provides laundering service to various facilities and clinics with the James H. Quillen VA Medical Center. The Laundry Operations Specialist supervises a variety of personnel assigned to EMS.
Duties
As the Laundry Operations Specialist, the incumbent provides technical support to the Hospital Housekeeping Department. The Laundry Operations Specialist is responsible for developing, staffing, coordinating, and monitoring all functions falling under the Textile Care Program. The incumbent oversees all production activity, coordinates transportation and processing of all client linen; purchasing supplies and services; personnel management; monitoring of equipment preventive maintenance, and budgetary and strategic planning for the Textile Care Plant. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023.
Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.
OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
In addition to meeting the time-in-grade requirement, applicants must possess one of the following to be found minimally qualified:
Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Specialized experience is defined as utilizing knowledge of laundry operations to include production, distribution, inventory management, chemical use, fabric requirements and record keeping procedures; using various Microsoft Office programs including Excel to create, read, populate, and insert formulas; plan, manage, and organize workload and shift priorities to process work orders; and monitor and coordinate repair/maintenance for laundry equipment. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Dates of employment must include month/year to month/year at a minimum to receive credit.

Substitution of Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR,
Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Inspection and supervision require regular and recurring physical exertion involving walking, standing, bending, etc. Management and administrative work is performed in a sedentary office environment. Incumbent must be in good mental and physical condition at all times due to the complexity of operations and physical layout of the facility.
