The incumbent functions as the primary liaison to Human Resources, EEO Office and local union for the Office of the Chief and Deputy Chief of Staff. Coordinates with Human Resources, clinical service lines, credentialing, and education staff to ensure timely onboarding of staff, completion of required competencies.The incumbent serves as the conduit for information flow and management of assignments between such offices.
Duties
Serve as health system advisor and primary liaison to Human Resources, Clinical Services, and Credentialing for the Office of the Chief and Deputy Chief of Staff to ensure timely on boarding of staff, completion of required competencies.
Specialized knowledge in medical care delivery, quality improvement, and data analysis.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Provide health systems management advisory services specializing in knowledge of broad agency administrative practices, correspondence control practices, office processes, regulations, and rules.
Independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system.
Conducts analytical studies on staffing processes, clinical issue topics, or related special projects related to market analysis, recruitment, and retention of staff within the Chief and Deputy Chief of Staff clinical services.
Responsible for planning and conducting assignments, resolving difficult problems as they occur, coordinates the work with other parties as required, for assuring that technical objectives are met and informing senior management of controversial problems.
Develops user-friendly, on-going management reporting systems that reflect customer, stakeholders, and senior management's needs for information.
Independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system.
Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, "make or buy" analysis of clinical services, issues of Congressional or media interest that have significant national impact e.g. quality and safety concerns or involve several functional areas

Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.
Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.
React to crisis situations and deal with unusual occurrences.
Work Schedule: Monday to Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement
Undergraduate and Graduate Education:
Major study-hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
