The physician assistant functions as a member of a Patient Aligned Care Team consisting of a primary care provider, an RN Care Manager, a clinical associate (LPN or Health Tech/Medical Assistant), and a clerical associate (Medical Support Assistant) to provide acute and chronic care to Veterans in our catchment area.
Duties
Grants Pass is located on Interstate 5, northwest of Medford, along the Rogue River and is the county seat of Josephine County, Oregon. Grants Pass is located in the Rogue Valley and the Rogue River runs through the city. U.S. Route 199 passes through the city, and joins Interstate 5. Grants Pass has numerous and diverse parks and green spaces. Notable city-run parks include Riverside Park, summer home to the local Concerts in the Park series, and the Reinhart Volunteer Park, a park largely built through the efforts of community volunteers and featuring facilities for many sports. Grants Pass is a Tree City USA Community and has been for 35 years.
The duties and responsibilities of the Primary Care physician assistant include but are not limited to the following:
Practices as a Licensed Independent Practitioner, utilizing face-to-face visits, telephone visits, and VA video connect visits (VVC)
Is responsible for providing primary care to an established panel of male and female Veteran patients
Obtains medical histories and performing physical exams
Orders appropriate lab tests, EKG, X-ray, and other diagnostic and screening tests
Initiates, renews or refills medications as appropriate
Counsels patients and family on health problems and treatment regimens
Provides preventative medicine and health promotion
Refers patients for consultation to specialty care areas as appropriate
Attends meetings and participating in task force/projects when requested
Participates in education/training activities

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Contract Buy Out Program: This position may be eligible for the Physician / Provider Contract Buy Out Program (CBOP), which authorizes VHA to buy out service contracts (Locum agreements, loan repayments, sign-on bonus contracts, Physician-owned practices) in exchange for employment at certain rural or highly rural facilities for a period of obligated service (minimum 4 years). Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Physician Assistant Basic Requirements:
Citizenship. Citizen of the United States [in accordance with section 7402(c) to title 38, United States Code (U.S.C.). Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. 7407(a).
Education. [Graduate of a training program which is accredited by the Accreditation Review Commission on Education of PA (ARC-PA) or one of its predecessor organizations. Additionally, candidates must meet one of the following:
(1) Master's degree in any discipline;
OR
(2) Bachelor's degree in any discipline with one year of experience as a PA.
Certification. Must have successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam)
Licensure. Must possess an active, current, full, and unrestricted license to practice in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. PAs must maintain current registration in the State of licensure if this is a requirement for continuing active and current licensure in that State.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Preferred Experience: Rural primary care experience; experience working as part of a multi-disciplinary patient care team
Grade Determinations:
Physician Assistant-I (PA-I) (a) Experience and Education. None beyond the basic requirements. This is the entry level for PAs.
Physician Assistant-II (PA-II) (a) Experience and Education. The PA at this grade is at the intermediate grade level and has had progressively increasing responsibility and experiences as indicated in the KSAs listed below. Individuals will have demonstrated the ability to analyze and solve more complex medical problems than at the entry level grade and can utilize their training in the successful practice of patient care and participate in team problem solving. Individuals demonstrate the KSAs of PA-II intermediate level by:
i. Two years of successful practice as a PA.
OR
ii. Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency.
OR
iii. A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education.
Physician Assistant-III (PA-III) (a) Experience and Education. PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multidisciplinary teams, and coordinate all aspects of patient care across the health care system. They utilize advanced clinical knowledge and judgment in decision-making and evaluating outcomes. They function as experts in clinical practice and/or in areas related to the assigned roles and responsibilities, may serve as mentors for transitioning PAs, and may provide training for health care students. Individuals can demonstrate the KSAs for the full performance level by:
i. Three years of successful practice as a PA.
ii. Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency and one year of professional practice as a PA
OR
iii. A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education and one year of professional practice as a PA.

The full performance level of this vacancy is PA-3. The actual grade at which an applicant may be selected for this vacancy is in the range of PA-I to PA-III.
