You will serve as an INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), Resident Officer in Charge of Construction (ROICC), of Officer in Charge of Construction of NAVFAC NORTHWEST. Duties

You will develop scheduling requirements to establish project priorities and milestones. You will manage projects by communicating the status with management and teams, and resolving discrepancies. You will resolve engineering and construction issues with essential personnel of the military construction projects. You will identify and implement ways to improved production or increase the quality of work directed. You will review contracts effecting programs for accuracy and effectiveness. You will review contractor deliverables to verify adherence with contractual requirements.

  • Registration as Professional Engineer or Registered Architect is required.
  • A bachelor?s degree from an accredited university is required.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Engineering and Technical Management and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing construction management and construction engineering for alterations, repair, and new construction of a broad range of facilities; 2) Providing technical advice and problem solving expertise on difficult and routine problems; 3) Conducting Quality Assurance reviews of design products and services including designs, investigations, technical studies, and professional engineering expertise/consultation to ensure conformance; 4) Managing multiple priorities and independently developing and providing technical recommendations/solutions to complex problems encountered in construction contracts; and 5) Resolving unusual and/or controversial issues or conflicts involving project design, scope and/or construction practices.
