Employee will serve as a Laborer within the Projects Section in Engineering Service located at the Veterans Healthcare Administration in Spokane, WA.

Duties

Duties will include but may not be limited to the following: Performs heavy physical effort by moving heavy freight, furniture, supplies, and equipment by hand trucks or other moving equipment; installs furniture systems. Packs, loads, and unloads heavy bulky materials and equipment and boxes delivered to the facility. Operates power equipment and common hand tools such as drill, circular saw, hammer, and leveler to install furniture. Inventories and maintains furniture stock in the warehouse. Assists the Interior Designer with the budget needs for furniture maintenance. Shovels snow, sand, and debris; cuts and clears small trees and brush along roads and fences; performs trimming, grass cutting, grounds equipment maintenance; exterior trash pick-up; snow removal, deicing, etc. Operates ground maintenance equipment in a safe manner (lawn mowers, leaf blowers, hand-held snow shovels, etc.) Performs other duties as necessary. Work Schedule: Monday-Friday, 7:30am - 3:30pm Recruitment & Relocation Incentives: Not authorized

PHYSICAL REQUIREMENTS/WORKING CONDITIONS: Work often requires very heavy physical effort such as frequent lifting and carrying objects weighing 50 pounds. Work regularly involves walking, ending, stooping, reaching, and standing for long periods of time. Employee operates equipment such as lawn mowers and bush and tree trimmers. Intermittent pushing and pulling is required, such as heavy loads on carts, dollies, or hand trucks. Work may be performed indoors or outdoors. While outdoors, may be exposed to all kinds of weather conditions (rain, snow, heat, cold). While indoors, may be exposed to drafts, noise, and dust. May be required to travel to Outpatient Clinics, leased office space, or contracted rural health clinics to perform duties. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. (SCREEN-OUT): Requires the ability to do the work as a Laborer without more than normal supervision. Such experience must include installing furniture using construction drawings; and operating a variety of hand-tools and powered equipment to mow grass, cut and clear small trees and brush, snow removal/deicing.
