The first 50 candidates will be referred to the Selecting Official. The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will support the needs of the VISN's diverse workforce and the expectations of management.

Duties

Major duties include but are not limited to: Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation). Ensuring completion of all appropriate benefits forms. Extending job offers. Coordinating Entry -on -Duty and/or release dates from losing office. Forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Independently conducts orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information, as required. Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinates with security counterparts regarding applications for Identification Cards, when required. Coordinates and process required clearance documents for employees leaving the agency or federal service. Work Schedule: 8:00am CST - 4:30pm CST Monday through Friday Telework: Ad Hoc telework may be approved for highly qualified applicants. Telework eligibility will be discussed during the interview process. Position Description Title/PD#: Human Resources Assistant - Recruitment and Placement/PD99947A Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.GS-05 Specialized Experience You must possess 1 year of specialized experience equivalent to the GS-4 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. In this particular position, examples of specialized experience would typically include, but are not limited to skill in applying an extensive body of HR rules, procedures, and operations sufficient to: perform a full range of support assignments. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: I have successfully completed a 4-year course of study above high school. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. COMBINATION OF EDUCATION AND EXPERIENCE: I have equivalent combinations of creditable experience and education. Equivalent combinations of successfully completed post-high school education and experience are also qualifying. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirements. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPTS REQUIRED) To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing, administering, or delivery of human resources management products or services. Applying a standardized body of HR rules, procedures, and operations, recruitment and placement related responsibilities, onboarding processes and benefits for new employees. There is no educational substitution for the GS-06 level. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing personnel requests to determine the nature of staffing action. Enter personnel action data into work tracking system. Rate applicants for both internal and external placement for recruiting purposes. Advise selecting officials on hiring procedures and requirements. Applying an extensive body of HR rules, procedures, and operations while performing a wide variety of interrelated and/or non-standard HR support functions such as instructing facility supervisors and managers on recruitment/selection processes and procedures, creating and issuing certificates of referral, new employee onboarding. There is no educational substitution for the GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
