Incumbent serves under the direct supervision of the Maintenance & Operations Supervisor, within the Facilities Management Service at the VA Central Western Massachusetts in Leeds MA. The incumbent is responsible for effective and efficient operation & maintenance of: emergency generators, main feeder lines, utility distribution systems, building and street lights, as well as Community Based Outpatient Clinics (CBOC's).

Duties
MAJOR DUTIES: Plans, directs and supervises the Electric Shop programs and personnel by serving as a technical and administrative supervisor over the section, exercising full supervisory responsibility over work operations involving the maintenance, repair, modification, renovation, and new construction of various building components. The incumbent directly supervises 5 employees at the WG-10 level. Work operations require performance of multiple skills such as maintaining inventory stock level, perform preventative maintenance, and performance of routine & nonroutine maintenance to ensure that all functions of the sections are carried out. Incumbent is responsible for contacting various types of vendors and writing scopes of work to ensure projects are completed properly. Incumbent will be responsible for reviewing scopes of work and contractor performance to ensure that work done conforms to the contract drawings and specifications. S/he inspects work performed by his/her subordinates and assists with inspections of outside contracted work. The incumbent is required to complete VA training and become certified to perform the duties of Contracting Officers Representative (COR) for projects/contracts assigned by FMS Management.
Must be able to read and understand technical publications and installation and maintenance manuals. Incumbent must have full knowledge of the proper and safe use of test equipment (e.g. volt-ohm meter, amp meter, dig-safe electrical meter, safety analyzer, test board, mega ohm meter, etc.) being used in his/her sections. Incumbent must be knowledgeable of NEC, NFPA, and other industry and regulatory standards in order to maintain compliance.

Physical Requirements: Main campus with approximately 25 buildings from 1 to 4 floors high including basements and attics with no service elevators to some floors. There are also five out-patient clinics within the state up to 1-1/2 hours away. The supervisor's office is located within the Electrical Shop. The Supervisor must be able to communicate in a wide variety of methods with his/hers work staff to effectively manage all work and projects. This includes physically walking to job sites, traveling by Gov't vehicle, radio, telephone, emails, work order remarks and inspection /testing documentation. The incumbent must effectively manage departmental work, travel and work order completion remarks in order to stay abreast of current job status, labor and materials.
