About the Position: This position is located at The Naval Hospital Bremerton (NHB), Washington. Work is performed primarily in an office setting in the Civilian Personnel office at Naval Hospital Bremerton in Bremerton, Washington. Work schedule is Monday through Friday day shift, flexible shifts and/or regular, recurring telework may be available consistent with Defense Health Agency (DHA) and Military Treatment Facility (MTF) policy.

Duties

The incumbent will serve as the Military Treatment Facilities (MTFs) primary point of contact to initiate and monitor recruitment and other personnel actions and serves as a liaison between the MTF and the Civilian Human Resources Agency (CHRA). Provide guidance to department/division chiefs on position management methods, and making recommendations. Assist supervisors and administrators on personnel action procedures. Coordinate with the Civilian Human Resources Agency (CHRA) to ensure staffing priorities are observed and that personnel policies and requirements are properly address. Prepare a variety of reports and develops command overview of personnel actions for review and analysis purposes. Utilize various automated information/data systems to collect data, gather information and prepare reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3) or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: monitoring, advising, and reporting on recruitment and other personnel actions such as classification actions, promotions, reassignments, details, civilian performance appraisals, incentive awards program, training, etc. and utilizing automated personnel system such as Defense Civilian Personnel Data System (DCPDS)/AUTONOA or similar personnel systems to initiate or processing personnel action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management (You must attach a copy of your Transcript). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
