This position is located in the Business Office at the Belcourt IHS Service Unit, Belcourt, ND. The position maintains and directs billing operations for third party programs and acts as an advocate in the collections of alternative resources. Responds to third party requirements on post payment, reviews exclusions, denials and appeals. Actively performs audits and medical reviews to ensure documentation and accountability on health insurance claims submitted for payment.

Duties

Identifies, audits, posts, and collects from third party health plan carriers for outpatient clients to recover maximum dollars. Generates aged reports for follow-up and collection of outstanding accounts. Reviews patient accounts to determine the status of the account(s), making standard adjustments when required. Prepares and processes a variety of documents necessary for the maintenance and follow-up of all outstanding patient accounts.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-5: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Utilizes diverse accounting and patient business procedures governing a wide variety of patient accounts to analyze and determine the need for, and type of adjustments necessary to reconcile and balance accounts. Or, successfully completed four (4) years of education above the high school level. GS-6: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Processes third party health plan transactions; coordinates collection for reimbursement; maintains automated accounts receivable ledger; posts claim payments; monitors claim payment rollover to secondary and tertiary billing; generates summary reports; reviews patient accounts, researches and troubleshoots problems encountered with submitted vouchers for payment. GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Identifies, audits, posts and collects from third party health plan carriers; ensures compliance with established regulations and justification of vouchers, invoices, claims and other requests for payment; verifies requests made against the record of what was authorized; enters information into an automated financial accounting system for processing a payment; resolves difficult reconciliations. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
