Duties
This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent File Clerk, GS-0305-04, vacancy at the Mountain Home, TN VA Medical Center (VAMC) in Johnson City, TN, with Business Office Service.
The File Clerk (also known as the Scanning Clerk) serves in the Medical Records File Unit of the Health Information Management Section with the Business Office.
MAJOR DUTIES AND RESPONSIBILITIES WILL INCLUDE BUT ARE NOT LIMITED TO:
Receiving, indexing, scanning, and assignment of appropriate nomenclature to health and administrative information, as assigned, accordingly on a timely basis and within established guidelines;
Makes the proper disposition of documents for unavailable records for incorporation into the correct patient's record in the computerized patient records system (CPRS);
Performs filing of paper health and administrative documents in accordance with approved procedure;
Maintains a system of paper medical records;
Retrieves and delivers records or documents from such system upon request from persons having right of access;
Interfaces with personal computer applications as well as numerous VISTA and CPRS applications;
Requests from and transfers records to other Veterans Health Administration (VHA) medical facilities;
Identifies and prepares records for retention and disposition;
Promotes a positive image of this Medical Center with emphasis on customer service by treating patients, co-workers, and medical center personnel with courtesy and respect;
Protects the confidentiality of patient information, access to computer files and release of access codes, according to established guidelines and policies;
Performs clerical duties, including, for example, the use of computerized records tracking, associated with the retention, maintenance, disposition, and control of administrative and medical records;
Works with the Release of Information Staff regarding retrieving and sending medical records and the Federal Records Center;
Follows approved procedures routinely transfers or prepares for archiving records of patients;
Ensures that equipment utilized is functional and troubleshooting before contacting the ADPAC;
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
You may qualify based on your experience and/or education as described below:
General Experience: You must have one year of generalized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Creditable general experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of this position. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, dates of employment and the number of hours a week spent in each position. Examples of general experience would typically include, but not limited to:
Knowledge of multiple systems and current computer technology regarding imaging applications, Healthcare technology, and hospital patient record system;
Working knowledge of the contents, arrangement, and filing sequence of both medical and administrative records' procedures in order to properly index and scan information in hospital patient record systems;
Computer skills to performs duties/tasks associated with scanning health and administrative information;
Knowledge of indexing information using Healthcare Technology;
Ability to apply confidentiality skills when handling a variety of sensitive documentation;
Skilled as a qualified typist to perform data entry responsibilities;
Working knowledge of medical terminology. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school (TRANSCRIPTS REQUIRED). OR,
Combination: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-4. First, determine the your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level.(TRANSCRIPTS REQURIED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The with computers is mainly sedentary in an office environment. However, paper records retrieval, filing, and management involves long hours of standing, with extensive bending, reaching, lifting, stooping, pulling, and other physical exertion or strain. Some work will be performed in a warehouse setting and requires packing boxes (whose weight will typically exceed 20 pounds) and otherwise preparing records for shipment.
