The VA Northeast Ohio Healthcare System is recruiting for a Audiovisual Production Specialist. The Audiovisual Production Specialist will function in Communications & External Affairs Service.

Duties

The Audiovisual Production Specialist duties include, but are not limited to: Meet client objectives, from concept to final product. Provide direct technical operational and set-up support for off-site events, such as professional meetings and conferences, special presentations, dedications, and other events. Arrange for rental of audiovisual equipment with vendors. Assist with the operation of the Medical Center satellite broadcast equipment and the patient education CCTV broadcast channels which receives a variety of programs of interest to Medical Center management and staff. Assist with video productions. Support the operation of the two-way video conference system and assists in the setup of web-based broadcasts for all the VANEOHS medical facilities. Provide training to medical center staff on the proper use and care of inventory. Evaluate the cost and benefit analysis of the Digital Announcement Network (DAN) digital signage, its content, and points of interaction to maximize potential while minimizing cost to the VA. Prepare contract reports detailing project progress in order to brief management on findings and recommendations. Keep accurate records of all work and maintain it for staffing report documentation utilizing collaborative electronic tools and manual reporting methods as required. Field troubleshooting reports and suggestions submitted by Interior Design. Assist with needs assessments to meet Joint Commission mandatory requirements. Assist with future expansions of signage activities and instructs other staff on policies and processes. Qualifications

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position has an Individual Occupational Requirement (IOR). An IOR is part of the minimum qualifications for this occupational series. In order to meet the IOR you must have: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis., OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to: Ability to comprehend very complex medical, scientific, and technical information; ability to develop instructional products using this information; ability to develop knowledge of various instructional design techniques, as they relate to adult learners in a health care facility continuing education program; ability to operate complex audiovisual systems and digital signage networks and ability to consult with supervisor or team leader on unusual situations and on issues that may have consequences beyond the facility. OR Education: Applicants must possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related to the work of this position. (Transcripts must be submitted). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have combination of specialized experience and education as described above. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to: Ability to meet client objectives, from concept to final product; ability to gather data; ability to meet with clients for informational clarification; ability to design or assist with designs for the digital signage system, ability to set up and take down equipment for conference and educational events; ability to select music for events and production; knowledge and understanding of lighting and sound requirements; knowledge of titling and graphics usage for digital signage and productions; knowledge of editing process, master production and duplication activities; ability to provide direct technical operational and set up support for off-site events; ability to arrange for rental of audiovisual equipment with vendors; ability to assist with the operation of the Medical Center satellite broadcast equipment and the ability to assist with video productions. OR Education: Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the work of the position. You must have combination of specialized experience and education as described above. Physical Requirements: This position requires the physical stamina to lift, carry, and move the variety of equipment used daily. Occasional long periods of standing may be required during activities such as videotaping, monitoring projection equipment, or photographic assignments. Bending, climbing, crawling, pushing, and dragging may be required during equipment setup and dismantling activities.
