Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Public Affairs in Sterling, Virginia.
If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Provides public affairs leadership for BOEM's offshore energy and marine minerals programs. In this capacity, the incumbent will serve as public affairs lead for BOEM's Office of Communications.
2. Provides communication leadership or support to other Headquarters programs as appropriate, including the Office of Renewable Energy Programs.
3. Responsibilities include planning and executing comprehensive, nationwide campaigns to convey information to public and stakeholders in a timely manner.
4. Identifies internal and external target audiences at the local and national level and develops the full suite of communications tools such as news releases, fact sheets, talking points, presentations, feature articles, speeches, content for social media, and other outreach materials to reach target audiences.
5. Ensures all written content is concise, clearly presented, accurate, appropriate, and reflective of official policies and positions.
6. Maintains an up-to-date understanding of both regional and national-level policy issues as well as understanding the roles and positions of various stakeholders on policy issues.
7. Keeps the Chief of Communications and other key officials within BOEM and the Department of the Interior informed on matters that may impact BOEM's mission or programs.
8. Represents BOEM and the Office of Communications, and other HQ and regional programs as appropriate, during public meetings.
9. Coordinates with sister bureaus regularly and works closely with the Department of the Interior's Office of Communications.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period, subject to supervisory approval.
Salary Information
GS-13, Step 1: $112,015.00 to GS-13, Step 10: $145,617.00 per annum.
GS-14, Step 1: $132,368.00 to GS-14, Step 10: $172,075.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience: To qualify for the GS-13 level, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience designing, planning and executing campaigns for issues of major national scope and significance involving the conveying of information about complex programs affecting a large and diverse number of people.
2. Experience analyzing, evaluating, and advising management on the impact of communication strategies and tactics and provides recommendations for how to increase audience reach, effectiveness and stakeholder engagement.
3. Experience overseeing web content to ensure that content is current and easily understood by the public.
Must meet all.
To qualify for the GS-14 level, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience designing, planning and executing campaigns for issues of major national scope and significance involving the conveying of information about complex programs affecting a large and diverse number of people.
2. Experience analyzing, evaluating, and advising management on the impact of communication strategies and tactics and provides recommendations for how to increase audience reach, effectiveness and stakeholder engagement.
3. Experience overseeing web content to ensure that content is current and easily understood by the public.
4. Experience establishing and maintaining working relationships with national, local and trade media and a variety of audiences and stakeholders.
