About the position: Serves as the Social Media Specialist for the Garrison and coordinates public affairs support to all organizations on the installation. Moving expenses are NOT authorized, based on a determination that a move is not in the Government's interest. Recruitment, relocation and/or retention incentives MAY be offered for this position. This is a developmental position GS 9 tgt 11 position and MAY BE FILLED AT EITHER THE GS 9 OR THE GS 11 GRADE LEVEL. FULL PERFORMANCE IS GS 11.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity. Plan social media strategies and content to communicate the Garrison's focus areas, priorities and missions. Develop modern and engaging social media and web content for the Garrison's primary social media platforms and web site. Determine best use of video and still photography for web-based communications. Write and edit news articles for the command website and social media pages.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty travel (5% or less) away from the normal duty station.
  • Employee must have completed or be able to attend the Defense Information School training within 12 months of entry on duty.
  • This position may require unscheduled and/or irregular duty hours which may include evenings, weekends and holidays in support of mission requirements.

Specialized Experience required: GS-9 level: One year of specialized experience which includes experience developing and disseminating oral and written information to the public through mass media (i.e., web, radio, television, newspapers, magazines, etc.); writing, editing and/or designing newsletters, brochures, or other informational products; and assisting with the execution of advertising, promotional or public affairs activities for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Mass Media or Journalism or other related discipline appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-11 level: One year of specialized experience which includes experience developing modern and engaging social media and web content; create multimedia content using graphic design, photo manipulation and video and audio editing software and techniques; and, operating social media platforms, which currently includes Facebook, Twitter, Instagram, YouTube, and LinkedIn. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Journalism, Mass Media or a related discipline appropriate to the positions. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-11 -Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee. This position may be filled at either grade level advertised. If selected at the developmental GS-09 grade level, you may be promoted to the next grade level non-competitively after completion of one year of specialized experience at the next grade level and all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor. Promotion to the next higher grade is not guaranteed and is contingent upon the above criteria.
