About the Position: This position is located with Walter Reed National Military Medical Center with the Directorate of Education, Training, & Research in the Department of Research Programs, Bethesda MD.
Duties
Participates in the planning, coordination, and execution of the day-to-day administrative operation of the department.
Performs as a trainer for the department to ensure compliance with training requirements is met and to maintain training records.
Manages and overseas the time and attendance system to include timecards and workload accounting systems such as DMHRSi.
Assists and advises with processing recruitment, classification and other civilian personnel actions.
Develops the initial annual budget draft and provides recommendations to leadership.
Evaluates and interprets financial reports which track expenditures.
Assist staff with the creation of travel authorizations and vouchers as a non-accountable official fortravel.
Ensures high standards of professional practices and ethics are maintained.
Ensures that the department is in full compliance of/from all applicable policies, guidance, instructions, regulations, laws and agencies.
Serves as an advisor to management in their formulation, development and execution of policies and plans; and, ensures an effective and active program design to meet regulatory goals.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience that included: administrative management services; Managing personnel issues and providing necessary information to management; Identifies, acquires, analyzes, and uses budget and supporting data to develop fiscal management plans; Manages and overseas the time and attendance system to include timecards and workload accounting systems such as DMHRSi; procurement of supplies, services and equipment for the department. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You must attach a copy of your transcripts.)
