This position is in the National Center for Agricultural Utilization Research, Agricultural Research Service (ARS), Field Organization, Midwest Area (MWA), located in Peoria, IL. In this position you will work closely with the location's management team to efficiently and effectively carry out all administrative operations. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.

Duties

Participates as a full business partner with the location?s management team in planning and coordinating the business management activities for the location. Promotes sound safety and health management, implements agency policies and regulations, monitors accident and injury reporting, and assures compliance with regulations. Keeps employees informed of human resources rules, policies, regulations, and procedures. Assures that employee identification cards and Personnel Identity Verifications are completed and issued consistent with agency guidelines. Serves as the primary advisor and technical resource to officials on accounting and financial management matters. Manages and leads the planning and execution of the Annual Resource Management Plan (ARMP) for the location. Advises management officials and staff regarding procurement and contracting regulations, procedures, alternatives, and availability of funds. Develops preliminary contract specifications ensuring adequate documentation, statement of work approvals, clearances, justification, and funds before forwarding to management.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-09: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-9 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is working closely with the management team to carry out all administrative operations; and assisting employees and management on the full range of administrative functions. OR Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or JD., if related. OR A combination of specialized experience and graduate education as described above. GS-11: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-9 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating administrative procedures related to human resources or budget; performing a variety of administrative-related duties including producing and reviewing official documentation or reports; monitoring the expenditure of funds and budget; and reviewing and recommending personnel actions. OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and graduate education as described above. GS-12: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing advisory services, budget, human resources, purchasing and contracting; managing business functions in support of programs; and identifying or developing administrative management policies, procedures, or operations; and managing contracting or procurement actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
