Duties

If selected for this position, you will serve as a Human Resources Specialist with the United States Attorney's Office, Middle District of Georgia. Duties will include, but are not limited to: Provides advice and assistance to management and employees on human resources related matters. Provides assistance to employees and management in the areas of employee benefits, such as health insurance, retirement, life insurance, etc. Provides advice on compensation, including but not limited to, basic pay, premium pay, and the administration of leave. Prepares pre-employment security packages for all selectees for processing. Prepares, reviews and provides advice on performance work plans, including performance elements and standards. Researches, interprets, and applies such laws and regulations to individual situations and questions raised by employee and supervisors. Runs payroll reports and assists with payroll transactions such as time and attendance, leave errors, accounting code information, etc. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-07: To be eligible at the GS-07 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education. Specialized Experience: One (1) full year of specialized experience equivalent to work at the GS-05 level. Specialized experience is defined as experience in providing human resources support services for staffing and recruiting. Providing guidance and assistance to employees on compensation issues and employee benefits. Utilizing automated HR systems. Processing and documenting HR actions for a wide variety of employee categories that involve different forms, different authorities, different action codes, and different regulatory authorities, or additional pay systems. OR Education: One of the following types of education: one (1) full year of graduate level education; OR four (4) years of undergraduate level education leading to a bachelor's degree with Superior Academic Achievement. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Superior Academic Achievement recognizes students who have achieved superior academic standing as evidenced by one of the following: (1) class standing; (2) grade-point average; or (3) honor society membership and described as follows: (1) Class Standing - Applicants must be in the upper third of their graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses at the time of application. (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Honor Society Membership - Election to membership in a national scholastic honor society. OR Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as experience advising mangers; resolving moderately complex, recurring human resources issues; applying standardized analytical and evaluation techniques; and interpreting regulatory material related to staffing and recruitment and at least one of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development. Education: One of the following types of education in a related field (e.g., Human Resources): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as experience in providing administrative human resources support in two or more functional areas, which include the following: advising management on recruitment methods and strategies; generating vacancy announcements; issuing certificates/lists of qualified candidates; applying basic classification principles to review position descriptions; administering guidance on pay and leave; providing advice regarding employee benefits and retirement and conducting research to solve complex human resources situations. OR Education: One of the following types of education in a related field (e.g., Human Resources): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
