This position is in the Mechanical and Engineering Safety Division (M&ESD), Approval and Certification Center (ACC), Technical Support (TS), Mine Safety and Health Administration (MSHA). M&ESD is responsible for administering requirements of Title 30, Code of Federal Regulations Parts 5, 6, 7, 15, 18, 33, 36, 56, 57, 72, 75, and 77.
This position is inside the NCFLL (1081) bargaining unit.
Duties
For the Engineering Technician (Mechanical), GS-0802-08:
Evaluates safety hazards associated with the mechanical design of mobile mining equipment, related mechanical products and braking systems, and fire and explosive devices in both underground and surface mining operations.
Conducts investigations, evaluations, and tests of diesel-powered systems, explosion-proof enclosures, and other components to be used on approved mining equipment.
Conducts routine, less complicated approval investigations and evaluations of mining equipment and components to determine their acceptability in accordance with 30 CFR, and MSHA policies or assists engineers in conducting investigations of a more complex nature.
Assists in performing a variety of tests, such as emissions tests, explosion tests, surface-temperature tests, permissibility tests, etc.
Prepares the required test set-ups and makes the necessary modifications to test instrumentation.
Installs a wide variety of equipment on laboratory test stands for approval and approval audit tests.
Assists in maintaining, calibrating, troubleshooting, and doing repair work on instrumentation and equipment used in the Division's test laboratories.
Assists with the Division's annual requirement for equipment and instrument calibration.
Inspects engines, diesel power packages, and enclosures against manufacturing design and layout drawings verifying conformance.
Checks and analyzes flame arresters, exhaust conditioners, dry scrubber systems, safety shutdown systems, explosion-proof enclosures, etc. to ensure product design conforms to the requirements of Title 30, Code of Federal Regulations.
Analyzes drawings and specification submitted by applicants to to determine if designs or modifications meet the applicable regulation and standards for mining equipment and determines whether inspections and/or tests are necessary.
Assists with managing the Division's property inventory.
Assists with procurement of diesel fuel oil, lubricating oil, and other materials and supplies necessary for testing purposes in the Division's test laboratories.

Qualifications
You must meet the "Specialized Experience" to qualify for Engineer Technician (Mechanical), as described below.
To qualify for the GS-0802-08: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For this position, specialized experience is defined as experience evaluating safety hazards associated with the mechanical design of mobile mining equipment, related mechanical products and braking systems, explosion-proof enclosures, and fire and explosive devices in both underground and surface mining operations.
Examples of specialized experience for this position include the following (NOTE: to qualify, applicant must meet 4 of the 7 bullets below.; or you may qualify based on education; or, based on a combination of experience and education as described below):
Experience applying basic engineering principles and practices, particularly as they apply to the design and construction of mining equipment.
Working knowledge applying laboratory testing practices and general safety precautions in to safely and properly use power and hand tools, and other laboratory tools and equipment and use that equipment in laboratory and/or field settings.
Experience assembling and installing precision instruments and devices to make precise mechanical and electrical measurements during testing.
Experience devising testing techniques and modifying or adapting instruments and test equipment to obtain desired test results.
Experience ordering, inventorying, servicing or calibrating precision instruments and devices used to make precise mechanical and electrical measurements.
Possesses the ability to understand manufacturing methods and procedures and has the ability to read engineering and circuit drawings.
Experience applying guidance based on Title 30, Code of Federal Regulations as it relates to Parts 5, 6, 7, 15, 18, 33, 36, 56, 57, 72, 75, and 77.
OR, possess two full years of graduate level education with a major study in an appropriate field of engineering, construction, or industrial technology that provided the specific knowledge's, skills and abilities to perform successfully the duties of this position.
OR, possess a combination of experience appropriate for this position in a trade or craft when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents and I have one full year of graduate level education with a major study in an appropriate field of engineering, construction, or industrial technology that provided the specific knowledge's, skills and abilities to perform successfully the duties of this position.
Education
Applicants who have 1 year of appropriate specialized experience, as indicated above, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
