The Administrative Officer, Ambulatory Care Services, Lake City Division is accountable for the administration and management of Lake City Ambulatory Care Service in accordance with the Medical Center policies and Veterans Health Administration Guidelines. The incumbent provides administrative support to the Associate Chief, Ambulatory Care Service and the Chiefs of each individual section to achieve day-to-day and long term goals and objectives of the service.
Duties
Routinely identifies opportunities to improve efficiency, effectiveness, and outcomes of care processes; identifies areas requiring attention, recommends & coordinates course of action through the CMO.
Ensures subordinates are kept abreast of any changes impacting the process within the department, such as release of information, wait list monitoring, systems re-design, records disposal, graphics services, purchasing, travel services, office equipment and repair, or publications control functions.
Serves as program advisor to veterans, vendors, & VA staff members throughout the catchment area. Provide the customer with consistent information according to established policies and procedures and will handle conflict and problems in dealing with the customer constructively and appropriately.
Collaborates with the Primary Care Section Chief, Nurse Manager and Assistant Nurse Managers and other Leadership across the Veterans Health Administration system to implement programs and processes that support the mission of organization.
Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments within Lake City Primary Care.
Develops and maintains quality management programs which provide the services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients.
Participates in business planning within Lake City Primary Care by preparing/participating in Management Briefings, sharing annual performance/activities of the clinic and issues/needs for upcoming year.

Plans for equipment replacement and new equipment needs.
When designated, incumbent investigates, develops facts, conclusions and recommendations in matters requiring investigation. Investigations may include focused reviews, Root Cause Analysis and Healthcare Failure Mode and Effect Analysis.
Responsible for planning. developing and executing a system for providing required reports to facility management, VISN, VHA, OIG CAP, TJC, and other external organizations.
Incumbent participates with the Primary Care Section Chief in the development of short and long-range plans for future growth and development of the service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 40 hours per week; Monday-Friday; 8:00am-4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Plans and conduct projects and studies to evaluate and recommend ways of improving the effectiveness/efficiency of military and civilian health care services, using both qualitative and quantitative measures.
Disseminates health care system organizational structure, clinical missions, programs, and requirements to study and analyze procedures related to provision of health care and staffing requirements and data quality issues.
Analyzes health care management principles and techniques to recognize needs for improvement in operating practices and offer solutions to a wide variety of management problems.
Dictates to effectively communicate, orally and in writing with health care providers at all levels and with outside providers of services and products.
Utilizes automated systems, programming, computer databases, and spreadsheets to monitor, extract, and analyze data, obtain printouts and reports, and design system interfaces to ensure data quality.

Ability to effectively communicate, orally and in writing with health care providers at all levels and with outside providers of services and products.
Reviews health care system organizational structure, clinical missions, programs, and requirements to study and analyze procedures related to provision of health care and staffing requirements and data quality issues.
Facilitates plans and conduct projects and studies to evaluate and recommend ways of improving the effectiveness/efficiency of military and civilian health care services, using both qualitative and quantitative measures.
Utilizes cost accounting, management principles and practices, and cost analysis principles to plan and conduct data analyses and sampling of selected activities operations to determine the reliability and validity of expense and workload data.
