This position is located in a Fiduciary Hub at the VBA Regional Office. The primary purpose of this position is to oversee the management of financial affairs of incompetent beneficiaries of the Department of Veterans Affairs.
Duties
As a Legal Instrument Examiner for the Veteran Benefits Administration you will:
Monitor the management of the estate of incompetent beneficiaries through oversight of assigned guardian/conservator.
Examine, validate, and ensure legal documents such as court applications, court orders, affidavits, and others are in compliance with the appropriate regulations and policies.
Explain, receive and answer procedures and policies regarding approval or concerns of legal instruments/legal transactions under review by the office, in writing, by telephone or in person.
Review and analyze complex non-routine applications, registrations, and other legal instruments for compliance with existing laws and regulations.
Oversee, audit and manage fiduciary accounts and estates VA beneficiaries.
Prepare reports and court documents (pleadings/legal opinions).
Can be called upon to explain the VA's disposition at court appearances.
Answers questions from interested parties via toll-free telecommunications
Work Schedule: 8:00 a.m. - 4:30 p.m., Monday - Friday. Subject to change to meet the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
For a GS-05 position you must have served 52 weeks at the GS-4 level.
For a GS-06 position you must have served 52 weeks at the GS-05 level.
Qualification Requirement: You may qualify based on your experience and/or education as described below:GS-05 Grade Level:
Experience: You qualify at the GS-05 grade level if you possess one (1) year of specialized experience, equivalent to at least the GS-04 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Using computers and software applications to enter and retrieve data; answering routine procedural questions; and searching records and files in response to various inquiries.
OR
Education Substitution: To qualify at the GS-05 level based on education you must have completed four years of high school.
OR
Experience/Education Combination: If you have some but not all of the experience and education requirements, you may combine them to total one year. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
GS-06 Grade Level: In addition to the requirements at the lower grade level, you qualify at the GS-06 grade level if you possess one (1) year of specialized experience, equivalent to at least the GS-05 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Searching databases and documents for relevant information; reviewing legal documents for missing information by applying basic fact-finding methods; and providing excellent customer service in interpersonal situations.
Note: There is no education substitution at the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (e.g. folders, claims files, etc.)
