About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This vacancy for 3 positions is with the US ARMY MILITARY DIST OF WASHINGTON COMMUNICATIONS OFFICE PRODUCTION ACQUISITION DIV (PAD) FORT MCNAIR, DC.
Duties
Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
Provide input into source selection and contractor monitoring of acquisition phases from development through production and deployment.
Develop and deliver?internal acquisition training topics specific to the needs of the JTF-NCR/USAMDW workforce and customers.
Develops and oversees an acquisition compliance program responsible for inspecting customer contract files on a recurring basis, identifies all Contracting Officer Representatives (CORs), provides authoritative guidance and training.
Provide expertise and interpretive guidance for all assigned procurement actions.
Ensure full compliance for all assigned acquisitions of strategic procurement performance aspects to include timely and accurate submission of all requirements documents required by the contracting office.
Perform the full scope of advanced acquisition planning for all assigned actions in accordance with regulatory guidance.
Assist in coordinating the Advanced Acquisition Plan (AAP) and Advanced Acquisition Review Board (AARB) process.
Provide acquisition expertise for all source selections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Financial Disclosure Statement, OGE-450.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Practitioner Career Level Certification in program management must be met within 60 months of EOD.

Specialized Experience: (GS-13).One year of specialized experience equivalent to the GS-12 level in the Federal service which includes: 1) Managing the acquisition aspects of an assigned program AND 2) Evaluating contracting methods, policies, procedures, and contract types to participate in pre-award and/or post award procurement actions; AND 3) Developing acquisition requirements packages, evaluating offerors, and overseeing contracts.
