You will serve as a PRODUCTION CONTROLLER in the WATERFRONT OPERATIONS DEPARTMENT (CODE 300) of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will prepare definitive work specifications, estimates and Technical Advisory Reports (TARS) for ships. You will prepare definitive work specifications for the following trades: Electrician and Electronics. You will perform evaluations, and ship-checks, of all repairs, overhauls, alterations and conversions of Aircraft carriers, surface combatant vessels, and other vessels. You will perform long range planning, estimating and accomplish technical analysis of customer and contractor proposals. You will act as a technical advisor to the Contracting Officer, Port Engineer, Project Manager, and Type Commander on pre-award surveys and in the negotiation of changes to the contract. You will review and evaluate contractor's proposals for the purposes of providing input to and/or negotiating labor and material costs.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience evaluating and managing surface combatant ship repair and overhaul programs. Experience with shipbuilding trades such as electrician and electronics. General knowledge or working knowledge of other shipbuilding trades such as air conditioning and refrigeration, machinist, pipefitter, sheet metal mechanic, or shipfitter. Experience interpreting blueprint/technical drawings to ensure work specifications have correct technical requirement; Experience developing work specifications for depot level ship repair. Experience analyzing contractor reports and providing statements of work that include estimates of labor and material requirements. FOR THE GS-10: I have one year of specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector. Specialized Experience must demonstrate the following: Experience with shipbuilding trades such as electrician and electronics. General knowledge or working experience of other shipbuilding trades such as air conditioning and refrigeration, machinist, pipefitter, sheet metal mechanic, or shipfitter. Experience interpreting blueprint/technical drawings to ensure work specifications have correct technical requirement.
