Duties

The primary purpose of this position is: To administer program management of the ANG's Aircrew Protection (AP) Operations, including Aircrew Flight Equipment (AFE) (formerly Aircrew Life Support [ALS] and Survival Equipment [SE]) functions; manages resources long-range programming, equipment maintenance, and program sustainment processes. Manages AP manpower requirements and utilization; determines skills qualifications; reviews, validates, and identifies formal and continuation aircrew training requirements. Provides staff direction for AP operations, contingencies, and wartime requirements. Oversees AP logistics requirements and associated flying missions cost factors for the command Cost Per Flying Hour (CPFH) and Aircrew Chemical Defense Equipment (ACDE) programs; projects, reviews, validates, tracks, and analyzes execution and advises Headquarters Air Force (HAF), MAJCOM AFE managers and unit managers of program requirements supporting ACC, AETC, AFGSC, AMC, PACAF and AFSOC mission design series (MOS) aircraft. Provides substantive AP management support services for various types of aircrew personal protective clothing, individual and aircraft-positioned survival/rescue equipment, and aircrew chemical defense clothing/equipment. Effectively organizes and develops training plans for AP personnel to ensure efficient manpower utilization. Determines AP manning requirements for flying units at wing, group, and squadron locations. Develops input to the Planning, Programming, Budgeting System (PPBS) through the Program Objective Memorandum (POM) and the Financial Plan (FIN PLAN). Develops and analyzes input for the Spares Requirement Review Board (SRRB) factor calls for depot level repairables and flying consumables.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in developing and applying detailed analytical and evaluation of complex functions, techniques, and processes together with the knowledge of pertinent policies, concepts, and procedures affecting logistics functions to plan and evaluate operations and logistics support for major programs or projects; Knowledge of the military and command organization structures and functions; Thorough knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance of logistics and operations is required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of various disciplines and functions; i.e., budgeting, contracting, requirements, equipment etc., and their interrelationships to effect a disciplined, unified, and interactive approach to management and technical activities and ensure a cost effective, sustainable program is provided. Complete understanding of public law and associated government regulations and guidelines as they pertain to acquisition, modification and sustainment of assigned program/system is required. Knowledge of Air Force and ANG operations, logistics policies and procedures, and financial management methods and procedures applicable to management of resources. Skill in oral and written communication. Ability to advise commander and other key personnel of operational and financial status and changes relating to program capabilities. Knowledge of organizational structures, mission, and functions to perform work for management of resources. Thorough knowledge of aircraft maintenance policies and procedures and operations. Knowledge of analytical and evaluative methods and procedures. Skill in use of desktop computer with skills in the use of data access and analysis tools and in integrating extracted data into spreadsheets and briefing formats. Knowledge offunds management policies and procedures and automated systems utilized for management and analysis of information pertaining to operations and logistical functions. Ability to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
