About the Position: This position is with the New York District, Engineering Division. Lead Architect responsible for creating, managing, coordinating, reviewing, and providing architectural technical advice relative to all aspects of design, construction, Military, Civil Works, and Support for other projects.
Duties
As a Lead Architect will be assigned projects for which he/she will serve as a formal team leader.
Insure compliance with Quality Control and Assurance processes and procedures involving the architectural aspects of all New York District designs.
Maintain an up-to-date knowledge of the technical standards used on Corps of Engineers projects as well as an up-to-date knowledge of the technical standards not normally used on Corps of Engineers projects.
Serve as the New York District POC for other COE districts, divisions, and customers, on all architectural matters.
Direct Architectural team members on the approach to the more technically complex architectural design problems.
Advise architects in Construction Division on the approach to the more technically complex architectural construction and operations and maintenance problems.
Ensure that the organizations strategic plan, mission, vision and values are communicated to the architectural team members and integrated into the teams strategies, goals, objectives, work plans and work products and services.
Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training.
Prepare reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor.
Evaluate technical requirements for each project; determines technical staffs competencies and assigns project to appropriate designer.
Develop and communicates project technical objectives, goals and strategies to reflect the vision, values and plan of the organization.
Requirements

- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires travel away from the official duty station for approximately 25% of the time on an annual basis.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- This position requires possession of a current, valid Professional Registered Architect (RA) License in good standing issued by any one of the 50 states, or its territories.

Basic Requirement for Architect:
A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Prepares reports and maintains records of work accomplishments and administrative information; 2) Articulates and communicates to the architects and team members on assigned projects; 3) Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness; and 4) Evaluates technical requirements for each project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Selective Placement Factor: This position requires possession of a current, valid Professional Registered Architect (RA) License in good standing issued by any one of the 50 states, or its territories.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12), in the qualification section.
