You will serve as a SUPERVISORY AIRFIELD OPERATIONS SPECIALIST in the AIR OPERATIONS DEPARTMENT N32 of NAVAL AIR STATION WHIDBEY ISLAND. You will serve as an Assistant to the Airfield Operations Officer.

Duties

You will inspect operating activities to determine the status of training, condition of facilities, equipment functionality, and the level of services provided. You will generate work orders to request products or services. You will monitor financial reports to interface with activities and address funding issues. You will assign daily tasks of staff members so work is completed based on priorities and capabilities of the employees. You will advise the Air Operations Officer regarding construction projects so that airfield decisions can be made with full information. You will interpret and apply governing regulations, manuals, directives, programs, and related guidelines to meet requirements for using the Defense Transportation System (DTS) capabilities. You will coordinate with air traffic facilities to administer corrective actions for air traffic.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • May be required to work overtime/shift/weekend/holiday work/rotating shifts.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting the Air Operations Officer in the overall planning and policy making functions for the department including conferring with department heads, special assistants and Commanding Officers and Officers in Charge of tenant activities in planning, organizing and executing the mission of the Air Operations Department; 2) Evaluating operations of an Air Station in order to assess and improve program effectiveness, analyze command direction within requirements, and evaluate management processes and systems; 3) Performing airfield management to include interpreting and applying a wide variety of regulations affecting national airspace utilization and the command's interface with the Federal Aviation Administration (FAA), as well as emergency services, during natural or man-made disasters; 4) Developing and administering the Air Operations budget which includes funds provided for operations and maintenance of airfield services and maintenance of associated aviation equipment, training, travel, and reimbursements for services rendered; 4) Designing and developing procedures and specification for efficient and effective utilization of manpower and organizational assets; 5) Ensuring compliance with the DOD Performance Management and Appraisal Program requirements for the department and manages SLCADA timekeeping in accordance with applicable directives. WORK ENVIRONMENT: Work is performed primarily in an office setting. When performing inspections of the airfield and air traffic systems there is occasional exposure to loud noise. Required to travel in government and/or commercial aircraft. Some travel out of local area is required. Incumbent is subject to emergency callback and/or telephone availability. Incumbent may be required to man Emergency Operations Center (EOC) during crisis situations either man-made or natural disasters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
