Job opening: INTERDISCIPLINARY GENERAL ENGINEER/ ARCHITECT (DESIGN PROGRAM MANAGER)

You will serve as a Design Program Manager in the Capital Improvements Business Line of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will evaluate system engineering program goals to establish initial and long-range objectives. You will coordinate architecture and engineering design budgets to identify problems and negotiate changes in funding. You will perform data collection and analysis of systems, processes, and procedures. You will resolve construction and design issues encountered during the performance of contracts. You will create written technical documents (e.g., technical reports, specification changes) to maintain accurate and up-to-date project files.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a Selective Placement Factor, which requires you to currently be a licensed Professional Engineer (PE) or Registered Architect (RA) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note - if you meet this requirement, you must provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Designs and analyzes new and existing facilities and infrastructure; 2.) Interprets professional engineering principles and practices for technical field operations and process or policy support in civil, mechanical, electrical, structural or architectural design; 3.) Reviews design drawings and specifications to plan the construction of facilities; 4.) Leads design teams working on facilities construction projects; 5.) Allocates funds for project management purposes; 6.) Establishes the scope of a design project; and 7.) Assists in the problem resolution process; and 8.) Presents technical information to a group. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the, GS-0808- Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
OR
You lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
